The prescribed rate is recalculated each quarter from short-term Treasury bill auction yields and rounded up to a whole percentage point, which is why it can stay fixed while the Bank of Canada adjusts its own rate. A stable rate gives families using prescribed rate loans for income splitting a long, predictable planning window, because a loan keeps the rate in effect when it was made.
