The prescribed rate is set from the average three-month Government of Canada Treasury bill yield in the first month of the preceding quarter, rounded up to a whole percentage. October bills would need to average above 3.00% to lift the first quarter of 2027 rate to 4%, and the October 6 bill yield sat well below that. A loan made before December 31 locks in the current rate for its life, while loans from 2024 carry 6%.
