Three-month Treasury bill yields set the CRA prescribed rate, and the current reading is well short of what would raise it. An October average of 3.00% would lift the first-quarter 2027 rate to 4%, while an average at or below 2.00% would cut it to 2%. The July average of 2.26% on this daily series differs from the 2.29% auction average that set the fourth-quarter rate.
