Bar chart comparing Finance Canada and Parliamentary Budget Officer revenue estimates for the abandoned capital gains measure.

Ottawa scrapped the capital gains inclusion rate increase in March 2025, but newly published federal revenue data shows what the abandoned measure was projected to cost taxpayers. Finance Canada's original estimate for the measure came in well above the Parliamentary Budget Officer's independent projection, a gap that matters because clients who triggered gains ahead of the 2024 deadline prepaid tax on a rate that was never enacted. That represents a permanent time-value loss with no offsetting benefit, a pattern now resurfacing as clients sit on fresh energy gains.
