The three-month Treasury bill that sets the CRA's quarterly prescribed rate has moved just 4 basis points since March, even as five-year and ten-year Government of Canada yields climbed 36 and 30 basis points over the same stretch on an energy-driven inflation premium. Because the short bill prices almost entirely off the Bank of Canada's own overnight rate rather than that longer-yield story, the prescribed rate used for income-splitting loan planning looks more stable than the broader bond narrative suggests.
